In November 2014 , the Board of Directors of the American Psychological Association ( APA ) askedDavid Hoffman , a former Union public prosecutor , to pass an sovereign review of allegations that the APA collude with government official to O.K. the manipulation of enquiry technique tantamount to torturing .

We also find that only one - third to one - one-half of students in these course could correctly answer interrogative about when they would be required to disobey an unethical order , for example , according to the Geneva Conventions .
